I'm wondering if that could be a 1999 as 1998 came with a Rockshox Indy S fork. 1999 had a P Bone M fork, was Alivio/LX 8 speed with SRAM Centera shifters. Color looks right, though the yellow decals are shown on the Super Black version.

I will have to look at my frames from that era, but I recall a two letter code for the build year and month, with no numeral for the day. If you are pretty sure that it is a 1998 F400, you can download the catalog and see how your bike compares to the catalog description.

I don't think we know much about the other number. It's hard to say anything definite about the paint except that it wasn't standard on any 1992 models that I've seen. One-off for some special event, team paint, repaint are all possibilities.

Are you sure that there isn't another number preceding the first 0? Starting with 0 doesn't match the serial number configuration of the frame era (1989-1992). The paint isn't original, but Cannondale did similar paint later.

Serial number is usually on the underside of the chain stay, but could be on the underside of the seat stay. That said, I have two 3.0 Series MTB frames here that I can't find a serial number on.
