Could it be repainted or restickered?

Definitely a Cannondale. It looks like a white bike with a bad repaint job. Can you get a serial number to confirm the year of manufacture?
Be wary of that rear derailleur hanger issue.

It's an older 2.8 or 3.0 frame with late 90s decals. The CAAD designations came about after the 2.8/3.0 frames.
