Shifting?

Just got this bike I know nothing about, would like to adjust the handle bar forward and down, can't seem to figure out how to get the black cover off to get to the screw to loosen it. Also, how do you shift? I ride it and move the levers every direction but nothing happens? I feel so dumb......lol

You can lower the bar two ways: by lowering the quill into the fork tube and by pivoting the extension. I've not used that stem but I'd guess the black cover can be pried off. To release the quill, loosen the quill bolt a couple of turns, then tap it with a hammer. There's no need to move the shifters unless you find them awkward after you get the bar where you want it. The clamp is loosened by a 5 mm ball end hex key inserted under the rubber hood from the front. To shift the rear: move the black lever inboard to go to a larger sprocket. Click the thumb button to go to smaller sprockets. For the front: the black lever moves to a larger chain ring and the thumb button to smaller.

If you move the shift levers and nothing happens I would say that the cables are frozen from lack of use and no lubrication. It's best to replace the cables, and probably the cable housing, with new. You might as well do the brake cables as well. They won't be much better.
