Please help me identify this CAAD 4...BB?

I cannot find any information on why this frame has "BB" written on the top of the frame
and "Barbara Border" written on the bottom. Thanks for the help!

Must have been a team bike but I don't know what team. Doesn't appear to have the two letter date code but I'd guess it was built in 1999.
