Handlebar Bag QR Clamp - 31.8 mm

I'm sure this has been asked before, but my thread search didn't turn up any results (probably due to user error) . . . Are there any current QR handlebar clamps (31.8 mm) that will work with my older Cannondale handlebar bag?

A quick search turned up a Topeka Fixer 3e clamp/attachment, but not sure if it would work.

I will have to find my (1990?) handlebar bag and see what's involved. Perhaps more to the point, post some pictures of what you have and the bar that you want to attach it to.
