question on the serial. metric or english? This sites page on serial numbers uses frame sizes in cm.
this one looks like it's in inches.

Looks to be a 1988 ST400 even though it has the 1987 style top tube decals. Blueberry color is right for 1988. The touring frames were sized in inches, so 21 is right. The road frames were sized in cm, it just happens that the example used was a road frame.
