For me I think it would depend on how bad it is, and if the aluminum is corroding. I had a CAAD9 frame that wasn't very old but had spider web-like corrosion under the clear. It never bubbled the clear coat but it didn't look too great. I ended up selling it before doing anything with it. If you have bubbling of the AL you're going to have to sand and polish those areas. Still might be possible to blend in spots without doing the whole frame.
The best would be a photo so we know what we are talking about. If it is really bad, yes.. a do over... it is possible to color sand the area, clear and color sand that to blend.
