I finally figured out the reason why my bike has a date code of Nov 1999!
Thanks to the wayback machine and the snapshot of the 2000 model year line up, I now know that the Jekyll is a 2000 Jekyll 3000 SX , not the 2001 Jekyll 2000 that has similar specs, but with a slightly different paint.
