Looking at the 1996 catalog I see that the 16" hybrid frame was KV style. Stock tires were 38s, so perhaps you can go a bit larger.

That frame is a new one for me. I don't remember seeing a KV/DV hybrid frame. Do you know what year it is? I can tell you that most Cannondale road frames will fit 28s. Guessing that most hybrids would fit 38s or so.

The fork that chumaman linked is a good option. While the early MTBs had lugged Tange forks, by 1988 they were all threaded unicrowns. I might have something similar in the basement, will have to check. Was 6.75" the length you need for threaded?

Nice looking early road bike. I still have the 1987 that I bought used circa 1991. Feel for you in terms of the traffic. I can sometimes ride for an hour or more and never get passed by a car.

I don't think there was ever a CAAD1 road frame though. In 1996 most if not all the road frames were the 2.8s, which had been introduced several years earlier. I think you could consider them to be CAAD1 but they were never badged that way. 1997 saw the introduction of CAAD3 and CAAD2 road...

The HF translates to 1996, June. It would have been a pretty low end model. As far as I know there wasn't a Bud Light model per se. I would say clean it up and use it. If the mechanical bits are good, it should make a good commuter as is.
