You might consider flying to Chicago, riding the bike to the east coast and flying home from there. I have no idea on what the airlines charge to carry a bike on an international flight, but it might end up being less expensive than shipping the bike.

Sounds like a good plan. I would recommend a stand for painting. Put a seatpost in the frame and clamp the post in the stand. The stand will allow you to quickly rotate the frame 360 degrees. That will help a lot as it's hard to get an even coat on the multiple round tubes of a bike frame...

I can't tell where those spots are. Handlebar slap on the top tube would be the most common place for a dent. By the way, if you need a repair stand the ones Aldi sells work pretty well. As I recall they were only $25-30. Not sure if they still have them.

I did get around to checking it. It's a 23", made in April 1988 as I remember. Looking like $1000 shipped to UK but I would have to get it in a box and weighed to know for sure. I think you'd be much better off searching for one in the UK or somewhere that you can easily travel to.

I probably have a couple of options for stems if you need one.

I can't suggest a matching color. Are you using automotive paint or aerosol? You could have that color matched but even that isn't fool proof. You might come as close with something off the shelf.

The bike must have spent a lot of time outdoors. I've never come across anything that looked like that. I hope the fork is safe to ride.

Did you try knocking the wedge in both directions? Was the bit of wedge that you got out steel? The fork steerer tube is steel. Guessing that you may end up cutting the stem off and sawing the quill through. I've had to do that with stuck seatposts. Tedious work but end result is worth it.

A couple of beauties there. New Success and Sachs in general are among my favorite components. I'm not sure why, but in the USA it seems that the road bike parts are easier to find than the MTB parts.
