The decals to me look non original. Is there any sign of a re-paint? or replacement decals? Even the CAAD decals looks off, and is missing other standard decals. It looks like you will restore this anyways. You might have a though time tracking exactly what is is. It looks like your SN top left...

I would go to your local hardware store. There are hooks just like this for automotive. I just bought some just like that with black rubber on the edges. You might be able to buy bulk online...

Looks to me like a police issued cannondale. They were always White or Black with reverse decals and usually always a caad2. The frame would be the same as whatever caad2 was for 1998/99.

Any interest? 19" frame, with a "under" top tube dent. It rides fine. I use it as a cruiser. I would not do serious off road. The dent is odd, like maybe a clamp got it. Hard to photo the dent. Everything is original. It has the good late rear swing with the brace. Only parts not original...
