27" is an american/english size from the 70's early 80's. Before the world changes to 700c/28". There is a difference. You will need to find a 27" tire/tube. I used to own a few 27". I sold them all because of the lack of tires/tubes. you could always switch to 700c rims, and longer reach brakes...

Yellow is a under seat. It came off a 1985 all original. The black is missing the mount. Going though parts and found these.

Welcome! It looks great. This is 1987. I have 2 of these. :) Racks are doable, there are mounts on the back. As for fenders, might be tricky with the roller cam brakes. If you have the rack it will work as a fender. I commuted to work on a bike for 5 years. Glad to see this '87 is getting love. :)
