Top of the line at the time originally a Dura Ace 9 bike. Last year of CAAD3 being top of the line. I built this with a flat bar for a friend to try. He liked it but ended up buying a steel Trek from me instead. Never bothered to change it drop bars.
I don't know much about Team Riley but assume it was Los Angeles based, as the frame has Helen's Cycles on the chain stay. Another Campagnolo build on a frameset purchased very slightly used. Need to check the frame to see if the year is correct.

BTW- I knew that the top of the Washington monument was aluminum. There is also a native stone from every state of the union, during it's construction, used in its walls. But I'm sure you knew that
