Are you sure that there isn't another number preceding the first 0? Starting with 0 doesn't match the serial number configuration of the frame era (1989-1992). The paint isn't original, but Cannondale did similar paint later.
I checked it again, it clearly starts with a 0 but is longer: 05304922997.
This would mean 130 dropout, 53cm frame (which it is) from April 1992, 2997 th frame. What does the BI-0302 mean?
The paint job looks very professional, maybe some team colours?

I don't think we know much about the other number.
It's hard to say anything definite about the paint except that it wasn't standard on any 1992 models that I've seen. One-off for some special event, team paint, repaint are all possibilities.
