replacing a boot (1998 Silk Path 300)

Hello. I have a torn boot on a Silk Path 300. I'm not a bike tech but I'm pretty handy, but I've read some bits saying that you need some expertise in doing this replacement. True? Would this be something I can do on my own--i.e., without a full teardown?
 
They can be slid over the steerer if you remove the fork. Takes a bit of effort, and careful, don't tear it.

Yes, most easily done during a service when it's all torn down.

If it's been a few years, likely not a bad idea to get it done, and replace the elastomer inside while you're at it...

Thanks. The elastomer for my bike is no longer made by Cannondale; I'm not clear on what third-party products will fit.
