How is CAAD 3 frame measured for size? Is it the traditional centre of the bottom bracket to top of seat tube?

Looked at some old paperwork of mine and it is listed as a 58cm but the seat tube measures 60cm?

Actually, it's center of BB to top of seat tube, less 25 mm.

Is this a Cannondale quirk?

Yes it is. Most steel frame builders in the 1980s measured to either the centerline of the top tube where it intersected the seat tube, or the top of the top tube where it intersected the seat tube. USA builders tended toward measuring to the center of the top tube, Italians often measured to top. I don't know why Cannondale decided to measure 1" down from the top of the seat tube.
