98 and 99 are the v1 raven, 2k is v2. You deff have a V1 Raven (my fav raven). I believe you have a 99 Raven 700 made in 98: https://vintagecannondale.com/year/1999/1999V2.pdf 99 was a screwy year for decals and paint. Some bikes have slight different decals etc.

I feel if you get a nice set of V-brakes you will be good. I agree that Magura hydro rim brakes are on option. But remember, this is a vintage bike. With good parts on the build, it will be a fun bike.

Welcome, 1st is the rear rim. What can fit in the rear, 130mm or 135mm. If you have a 135, which it probably is. You can find any 26 rim brake rims. From there you can choose what speed you would like the rear. 9spd etc... Then you can build up the rest how you feel. Some people re-build with...

The decals look newer, 99+ I would like its a 99-00 frame, made in late 98. 99-2k they had decal confusion. Same with 89-90. I think your bike is maybe a crash replacement. Cannondale would sell the bikes as a frame only with no model number on it. So weird... I bet it is a euro model. Maybe a...
